No one is accusing you having the connections with American CIA or CIA front NGO organizations because you have not disclosed anything about what kind of the associations you have. We don’t understand why you are so concerned about the Uyghur minority in China and you have not shown any compassion toward the grievances of your own fellow countrymen such as African and Hispanic Americans back home. After all, you are enjoying all the "Freedom of Speech" as you can get inside China and not to worry about the "Homefront Security" back home.

It is well known in the intelligence community that this kind of blog is the “most efficient way” to collect/exchange intelligence and pass the directions. The secondary functions are; creating or recycling rumors, spreading the propaganda, and inciting the hatred.

US oil pipeline politics and the Russia-Georgia conflict

US media claims about Georgian democracy notwithstanding, a key factor in US backing for Georgian President Mikheil Saakashvili in his conflict with Russia has been the emergence of Georgia as a key transit country for oil and gas exports from the Caucasus and the Caspian Sea basin.

The August 7 outbreak of hostilities between Georgia and Russia, as Georgia bombarded Russian peacekeepers in the breakaway Georgian region of South Ossetia, is the predictable result of the US’s aggressive use of pipeline politics and proxy states to assert its commercial and military influence in Central Asia.

The broad outlines of this policy have governed US relations with the former Soviet republics ever since the 1991 collapse of the USSR. At the time, US investors rushed in to acquire large portions of the former USSR’s economy, notably the oil and gas industries of the Caspian Basin. In the early 1990s, Western energy companies acquired stakes in developing numerous projects, such the Tengiz oil field in Kazakhstan, the Azeri-Chirag-Guneshli (ACG) fields in Azerbaijan, and the Dauletabad natural gas field in Turkmenistan.

From the outset, US firms and advisors pressed the ex-Soviet states to agree to pipeline routes bypassing countries the US viewed as inimical to its interests, notably Russia and Iran. Such pipelines not only deprived US rivals of transit fees and political leverage arising from their ability to cut off pipeline flows, but also gave Washington the opportunity to weld together pro-US regional alliances.

In the mid-1990s, the administration of US President Bill Clinton settled on two main pipeline projects to export Caspian oil and gas while bypassing the territories of Russia, Iran and China. The first was a plan to export Turkmen gas through Afghanistan and Pakistan to ports on the Indian Ocean—a plan that led Washington to support the Taliban in 1995-6 in an attempt to unify and pacify Afghanistan so that the Turkmenistan-Afghanistan-Pakistan (TAP) pipeline could be built. The plan ultimately foundered on the Taliban’s inability to conquer northern Afghanistan.

The other plan was to build a pipeline westward through small, pro-US states in the Caucasus—Georgia and Azerbaijan. Together with an undersea trans-Caspian pipeline connecting Kazakhstan and Turkmenistan on the Caspian’s eastern shore with Azerbaijan on the western shore, the Baku (Azerbaijan)-Tbilisi (Georgia)-Ceyhan (Turkey) pipeline would send a substantial fraction of Caspian energy exports to the Mediterranean. This pipeline was conceived of as a major blow, in particular, to Russia’s longstanding domination of energy routes from the Caspian to the West.

The politically-driven character of the project was undeniable. As the Christian Science Monitor recently noted, “The $4 billion BTC pipeline, managed by and 30 percent owned by British Petroleum, was routed through Georgia to avoid sending Caspian oil through Iran, Afghanistan and Pakistan, or Russia. A 10-mile pipeline could have connected Caspian oil to the well-developed Iranian pipeline system.”

Clinton administration officials relentlessly lobbied for the Baku-Tbilisi-Ceyhan (BTC) pipeline, which would pipe oil from the ACG fields near the Azeri capital of Baku through the Georgian capital of Tbilisi to the Mediterranean port of Ceyhan. After Azerbaijan, Georgia and Turkey signed an intergovernmental agreement in favor of the BTC pipeline, Clinton said in 2000 that the pipeline represented “the most important achievement at the end of the twentieth century.”

As it took office in 2001, the Bush administration planned an even more aggressive use of US military power and strategic influence to carry out the same fundamental policy. Many of its top officials had been intimately involved in US energy companies’ initial penetration of the USSR: National Security Advisor and later Secretary of State Condoleezza Rice served on the board of US oil major Chevron from 1991 to 2001 as an expert on the USSR, when Chevron was acquiring a major stake in the Tengiz oil field.

Vice President Dick Cheney had served as CEO of oil infrastructure company Halliburton and as a member of Kazakhstan’s Oil Advisory Board, a group set up by the Kazakh government after the fall of the USSR that included the CEOs of oil majors Chevron and Texaco. In the 1990s, Cheney had also used his political pull, as former US secretary of defense in the administration of the senior George Bush, to arrange interviews between Halliburton executives and the Azeri government.

The Bush administration faced a significantly different government in Russia: President Boris Yeltsin had transferred power in 2000 to his chosen successor, Vladimir Putin. Thanks to its oil revenues, the Russian economy had bottomed out from the devastating collapse that followed the fall of the USSR, and Putin planned to carry out a more independent and assertive Russian foreign policy. The recovery picked up steam after Putin’s arrival in power, as world oil prices began to rise.

In the aftermath of the September 11, 2001 terrorist attacks, however, Putin acquiesced to US deployments to military bases in the Caspian region, ostensibly as logistics bases for US military action against the Taliban in Afghanistan. However, these deployments also allowed the US to assert its pipeline interests—most notably leading to the temporary demise of Chinese plans to build a “Pan Asian Global Energy Bridge,” a competing network of Chinese-run pipelines linking the Middle East, Central Asia and Russia to China’s Pacific Coast.

Georgia soon emerged as a major transit country for Western pipeline plans. In 2002 in London, an international consortium was founded to begin construction of the BTC oil pipeline, as well as a natural gas pipeline (BTE) running from Azerbaijan’s Shah Deniz gas fields through Baku and Tbilisi to the eastern Turkish city of Erzurum. Plans were also made to connect the BTE pipeline to the European market via a pipeline extending from Erzurum to Vienna, the so-called “Nabucco” pipeline.

Georgia subsequently became the site of the first major open confrontation between Russia and the US in the region, the December 2003 “Rose Revolution” that displaced Georgian President Eduard Shevardnadze. In the aftermath of parliamentary elections whose results were disputed by the US-backed opposition, the opposition staged a series of demonstrations and ultimately took over Parliament. The Georgian military, which had received extensive US training, stood aside, while top US officials, including then-Secretary of State Colin Powell, personally intervened to order Shevardnadze to step down.

This made-in-the-USA coup brought to power a series of former Shevardnadze associates who were more closely associated with the US, most notably Columbia University-educated lawyer Mikheil Saakashvili. Saakashvili formally assumed the Georgian presidency in January 2004.

One of the main disagreements between Shevardnadze and Saakashvili in the 2003 parliamentary campaign had been the question of how to deal with ethnic-minority regions of Georgia. Shevardnadze allied himself with Adjarian politician Aslan Abashidze, while Saakashvili stridently advocated that Tbilisi exercise total control over all of its territory. This represented a definite concession by Shevardnadze to Moscow, which had considerable influence in breakaway or autonomous regions of Georgia, such as Adjaria, Abkhazia, and South Ossetia.

In 2004, Saakashvili successfully forced Abashidze to flee by threatening Adjaria with invasion by the Georgian army. Throughout his presidency, he issued threats against South Ossetia and Abkhazia, despite the presence of Russian peacekeepers there.

From the point of view of US oil interests, the Rose Revolution was perfectly timed. It came one year before the 2005 opening of the BTC pipeline, a project whose value to US foreign policy depended on the Georgian government being independent from Russian pressure. The Rose Revolution succeeded in pushing the Georgian government in this direction, replacing Shevardnadze with a president firmly committed to Georgian nationalism and to eradicating Russia’s influence in Georgia. Under Saakashvili, Russian influence was limited to a few enclaves living under constant threat of Georgian attack.

The broader developments in Central Asian pipeline politics since the Rose Revolution have not favored the US—a fact that no doubt played a role in US calculations to back Saakashvili in an increasingly reckless confrontation with Moscow. The growth of resistance to the US occupation of Afghanistan has precluded all plans for constructing a TAP pipeline south from Central Asia to the Indian Ocean. As a result, the Caucasian pipelines through Georgia represent the only viable path for Central Asian oil and gas exports that is acceptable to Washington.

In December 2007, Russia signed an agreement with Kazakhstan and Turkmenistan to build a new natural gas pipeline along the eastern Caspian Sea coast towards Russia. The construction of the pipeline, which would have an initial export capacity of 20 billion cubic meters per year, was seen as a major blow to US hopes that Central Asian governments would commit substantial oil and gas resources to a potential trans-Caspian pipeline linked to the existing, US-backed pipelines in the Caucasus.

China, whose attempts at securing energy supplies through pipelines from Central Asia into neighboring western China came to an abrupt halt after the US’s 2001 deployments to Central Asia, has since concluded a number of pipeline deals. A Kazakhstan-China oil pipeline, linking Kazakh fields in the northern Caspian region to the Chinese pipeline network in northwestern China’s Xinjiang Autonomous Region, is currently under construction and will become operational in October 2009. A parallel natural gas pipeline, with a branch downwards towards fields in Uzbekistan and Turkmenistan, is also under construction.

Russia's energy drive leaves US reeling

Last week, the gloves finally came off the Dmitry Medvedev presidency in Russia. It had to happen sooner or later, but few would have expected this soon. It was crystal clear US President George W Bush administered a diplomatic snub to Medvedev on the sidelines of the Group of Eight (G-8) summit meeting at Hokkaido, Japan.

Bush characterized him patronizingly as a "sharp guy" soon after they met in Hokkaido on July 9, but that was after making sure Secretary of State Condoleezza Rice proceeded to Prague and signed a deal just the previous day to install a US radar system as part of its missile defense system in Central Europe.

If Medvedev's core mission in Hokkaido was to underscore Russia's growing role in the world arena as a power with which the West has to contend, Bush acted as if he couldn't care. The US was also plainly dismissive of Medvedev's proposal at the G-8 for a pan-European security system that would include Russia. Medvedev expressed his "dismay" on hearing about the Prague deal. As if to rub in the snub, Rice proceeded from Prague to Bulgaria, where the US has for the first time established a military base, and then on to Georgia to discuss its plans of joining the North Atlantic Treaty Organization (NATO).

While in Tbilisi, she called for international mediation to stop violence spilling over in Georgia's beakaway regions of South Ossetia and Abhkazia, which have been sources of rising tensions, with Georgia accusing Russia of trying to annex the regions. To carry matters further, the US began a joint military exercise with Georgia codenamed Immediate Response 2008, near Tbilisi, which will continue through the month of July.

The exercise, financed by the Pentagon and planned by the US Armed Forces Eastern Command, is intended as a warning to Russia that Georgia is America's project and Washington wouldn't hesitate to do some heavy lifting to safeguard the "Rose Revolution".

On the face of it, such hubris is illogical and unnecessary since the West should have every reason not to embarrass Medvedev. The West has been propagating in recent months that the youthful Russian president is a potential independent decision-maker in the Kremlin with whom it could do business - unlike his predecessor, Vladimir Putin.

Reflecting US thinking, Carnegie Moscow Center scholar Dmitri Trenin wrote recently that the West noted "Medvedev's quick-wittedness, his calm style of conducting talks, and his clear desire to show that he is the one who is the real master of Russian diplomacy ... There are much greater grounds for expecting that Dmitry Medvedev ... will slowly but steadily concentrate powers in his own hands."

Clearly, what has been going on for the past few months on the East-West stage is one of those pantomimes that the West and Russia are equally adept at playing. But the US seems to have concluded that all the Western flattery about him hasn't really gone to Medvedev's head and he has merely been demonstrating his own skill in dramatics. Actually, nothing much has changed in Russia. The polls show Putin, now premier, is still seen by Russians as their "supreme leader", with a popularity rating coasting above 70% - with Medvedev stuck at 47% - and the truth might be somewhere near what a Moscow commentator recently sized up, namely, that Medvedev is a co-pilot in the cockpit in which Putin remains the captain.

Besides, Medvedev would know that even if he wished to be the European modernizer and G-8 club member that the West wanted him to be, he would find himself hopelessly at odds with his country. According to a poll last week by a Russian television network, the symbol of renewal of present-day Russia turns out to be none other than Josef Stalin. By a substantial margin, Stalin left behind two colorful Vladimirs - the singer Vladimir Vysotsky and the revolutionary Vladimir Lenin - and a host of other perennial Russian heroes like Ivan the Terrible and Alexander Pushkin.

Indeed, when Medvedev signed last Saturday a new foreign policy strategy for Russia, it came to light that for the first time the prime minister has been put in the driving seat to implement foreign policy measures - hitherto a presidential prerogative - which also shows that the Kremlin will pursue the line set by Putin in his eight-year presidency. The vague and somewhat incomprehensible expectations that there might be of some kind of "liberalization" in Medvedev's foreign policy have proved to be unfounded.

But Moscow hasn't taken lightly the US snub. In an address to Russian envoys in Moscow on Tuesday, Medvedev unambiguously stated his intention to continue Putin's foreign policy course, criticizing the US moves on missile defense deployment, the West's failure to ratify the revised Treaty on Conventional Armed Forces in Europe, Kosovo's independence, etc. He said, "We strongly affirm that the deployment of elements of the global missile defense in Eastern Europe only exacerbates the situation ... we will be forced to respond to it in kind ...

"This is linked to Russian-American agreements on strategic stability. Obviously, this common heritage will not be able to survive if one party is permitted to selectively destroy individual elements of this strategic regime. We cannot agree to that."

According to the noted German expert on Russia, Alexander Rahr, last week's Russian veto on the United Nations Security Council draft resolution on Zimbabwe was also a response to the US move on missile defense. "China's opposition is easy to understand as it has many economic interests in Zimbabwe. Russia has none. Russia's veto is a response to the missile shield, to Abkhazia and to many other things ... Russia is trying to show that America cannot decide everything," Rahr said.

The Russian veto generated a new American theme song that Medvedev isn't calling the shots in the Kremlin and might have got slapped down on Zimbabwe. But Moscow brushed aside the suggestion. The Foreign Ministry issued a statement calling the draft resolution on Zimbabwe "a dangerous precedent ... illegitimate and dangerous, leading towards unbalancing the whole UN system". The statement rebuked Washington and London, saying, "Russia took into account the fact that the situation in Zimbabwe does not pose a threat to regional, let alone international peace and security and does not warrant adoption of sanctions against that country."

Again, on Monday, Moscow announced that for the first time since the breakup of the Soviet Union in 1991, Russian warships were resuming patrol of the Arctic waters. In effect, Medvedev signaled he was maintaining the course of expanded military patrols begun by Putin. Why such a sudden quickening of the tempo in US-Russian relations? The answer might be found on an entirely different plane - energy security.

What emerges is that if anything, Medvedev is pursuing Russia's energy diplomacy more robustly than Putin. Soon after taking over in the Kremlin in May, Medvedev ordered the expeditious completion of the first stage of the Eastern Siberia Pacific Oil Pipeline (ESPO) by end-2009. The ESPO has a vital role in Moscow's efforts to balance its oil export strategy between Europe and Asia-Pacific. Moscow hopes to target Asia-Pacific as the export destination for one-third of its oil exports by 2020, as compared to 3% currently.

In early July, Medvedev undertook a diplomatic tour of the Caspian region, covering Azerbaijan, Turkmenistan and Kazakhstan. In Azerbaijan's capital Baku, he made a stunning offer that Russia was prepared to buy Azerbaijan's entire gas output at market prices. In Ashgabat, he shored up Turkmenistan's commitment to the modernization of the Central Asia-Center Pipeline and the construction of a new littoral Caspian pipeline.

Medvedev succeeded in prevailing over competing European and US rivals in the struggle for Turkmen gas. He further ensured that oil and gas from Turkmenistan and Kazakhstan will not bypass Russia. But what has truly incensed the Bush administration are Gazprom's dramatic inroads into Africa.

Russian giant Gazprom, the largest extractor of natural gas in the world, has announced plans to build a pipeline across the Mediterranean to pump Libyan gas to Europe. This is the final lap of a Kremlin strategy that involves Gazprom handling the entire output of Libya's gas, oil and liquefied natural gas (LNG) designated for export to Europe and the US.

Look at Gazprom's terse announcement in Moscow on July 9, "The Libyan side positively evaluated Gazprom's proposal to buy all future volumes of gas, oil and liquefied natural gas assigned for export at competitive prices." Now, Washington gingerly allowed the re-entry into the "international community" by Muammar Gaddafi, Brotherly Leader and Guide of the Revolution in Libya, on the basis of clear understanding. Western statesmen from British Prime Minister Gordon Brown to French President Nikolas Sarkozy and former Italian premier Romano Prodi queued up to climb the window of business opportunity opened by the Bush administration. And then Putin visits Tripoli in April, less than a month before he left office, and the two erstwhile colonels decided to jointly handle all of Libya's energy resources.

And Gazprom seeks to buy exploration licenses in Nigeria and proposes to build a pipeline from there to Algeria, and with Algeria, Gazprom is developing a proposal on "joint" marketing of gas in Europe. US officials have gone ballistic. "The monopolistic Gazprom is behaving like a monopolist does. It tries to gain control of the market as much as possible and to stifle competition. And that's clearly what is going on," thundered Matthew Bryza, US deputy assistant secretary of state for Eurasian affairs. "The Kremlin wants Gazprom to be a dominant force in global energy, and the dominant force in global gas. Tying up gas resources in Central Asia and Africa is part of that," he added. The plan is for Gazprom to dominate "in every corner of the planet", he alleged.

Bryza's outburst is understandable. The good work he did lies now in ruins. Washington was relieved to see the back of Putin's presidency, but it now transpires that Gazprom may have only stepped up the pace of overtures under Medvedev's astute guidance. Besides, with its new assets in Africa, Gazprom will soon be knocking for access to the US market through supplies of LNG. The European and international companies which have been traditionally present in the African market will be compelled to play a role alongside Gazprom.

Washington hit back by ensuring that Russian companies are left out in the cold from the 30 contracts for lucrative oil deals that Baghdad is awarding. It is a big blow for Russia. In February, Moscow had written off US$12 billion or 93% of Iraq's debt to Russia in a move that was widely seen as aimed to help Russian oil company LUKoil regain the Saddam Hussein-era rights to develop Iraq's giant West Qurna-2 oil field. But under US pressure, the Iraqi government is now awarding West Qurna-2 to the US's Chevron.

The Kremlin didn't show any anger, but coincidence or not, Gazprom chief executive Alexei Miller suddenly arrived in Tehran on Monday and discussed with Iranian President Mahmud Ahmadinejad the setting up of an organization of gas-producing countries. No doubt, with the Russian foothold in Libya (which has estimated natural gas reserves of 1.47 trillion cubic meters), in coordination with Algeria (which currently supplies over 10% of Europe's gas supplies), Qatar (with proven natural gas reserves of 25.8 trillion cubic meters) and Iran (which has the world's second-largest reserves after Russia), the time for a "Gas OPEC" is approaching.

The Iranian leader also suggested to Miller a market-sharing arrangement so that Russia and Iran could "collectively meet the demands of Europe, India and China in the gas sector". During the visit, an agreement was signed on the development of Iran's oil and gas fields by Russian companies; on Russian participation in the transfer of Iran's Caspian Sea crude oil to the Oman Sea; cooperation in the development of Iran's fabulous North Azadegan oil field; and, possible participation of Gazprom in the planned Iran-Pakistan-India gas pipeline project. Evidently, Moscow took a deliberate decision to press ahead with Iran in energy cooperation in the full glare of world publicity in complete disregard of US displeasure. Tehran loved it.

To quote a US expert, "Russia's strategic interest in Iran implicitly underscores the futility of hopes that Moscow would cooperate with Washington in imposing meaningful sanctions on Iran. While Western European companies are moving out of Iran or suspending agreements for fear of US sanctions (which penalize investments of more than $20 million a year in Iran's oil and gas sector), Gazprom is enlarging the already existing foothold."

Conceivably, the danger of losing out on the last energy frontier to Russia (and China) could be a factor in Washington's policy shift on Iran talks. Washington calls the u-turn "a strong signal to the Iranian government that the United States is committed to diplomacy". But according to The New York Times, Rice has decided to "test Iran's willingness to consider an international package of incentives meant to coax Iran into making concessions on its nuclear program". What we do not know is how close the Bush administration may be for involvement in Iran's energy sector, which is an element in the so-called "international package of incentives". (Halliburton, which Vice President Dick Cheney headed, was a very active player in Iran.)

By now it must be obvious to the Bush administration that the youthful-looking, post-communist lawyer-president who took over from Putin has lost no time drilling a hole through the entire US strategy to weaken Gazprom's grip over the supply of gas to Europe. The sense of fury is imaginable. But then Washington has only itself to blame. Medvedev's career as an energy czar is an open book like Cheney's - or Rice's. From 2000, he headed Gazprom. Now he controls Gazprom from the Kremlin.

Few took note that when he formally bid farewell to the Gazprom board of directors at a ceremony in Moscow on May 27, Medvedev took immense personal pride in pointing out that during his eight-year stewardship, Gazprom's capitalization skyrocketed by a factor of 46, and one fifth of Russia's budget is today derived from Gazprom's activities. He concluded, "I want to say in my turn that we will have the chance to see each other and discuss things in working meetings. So, nothing is coming to an end. It's only the beginning."

In sum, the past week's flow of events in places as far apart as Prague, Hokkaido, Tbilisi, Harare, Tehran and the Arctic underscored that after a brief respite, the rivalries over energy security have revived with a ferocity that can rock the equilibrium of overall US-Russia relations. The situation will likely be exacerbated in the coming period. The geopolitics of energy security are a highly sensitive subject for the Bush administration, whose profound links with Big Oil are legion. It is a tremendous loss of face for the Bush-Cheney-Rice combine that Moscow is outwitting the US on the energy front.

The strong possibility is that the Bush administration will press the pedal on multiple fronts on the Eurasian geopolitical landscape and create a fait accompli of US-Russian mutual antagonism for Senator Barack Obama, should he become president. The haste behind the Prague deal on missile defense smacks of such thinking. Almost certainly, Rice will press for a decision on the plan of action in respect of Georgia's and Ukraine's membership of NATO at the meeting of the alliance's foreign ministers in December. The question, "Who is the boss in Russia?" doesn't really seem to matter anymore.

Obviously, yours is much more specific, but I did notice some parrellels between your prediction, i.e. "limiting mosque attendance and religious activities, cross-border terrorist attacks", and Wang's stress on stability, increasing the management of religious affairs and striking hard at terrorism. Pakistan orders troops to fire on US cross-border raids

Pakistan's military said today its forces had received orders to fire on US troops if they entered Pakistani territory, after a cross-border raid inflamed public opinion.

The country's civilian leaders, who have taken a tough line against militants, have insisted Pakistan must resolve the dispute with the US through diplomatic channels. But the military has taken a more robust line.

General Athar Abbas, an army spokesman, told the Associated Press that after a cross-border assault in the south Waziristan region earlier this month, the military told its field commanders to take action to prevent any similar raids.

"The orders are clear," Abbas said in an interview. "In case it happens again in this form, that there is a very significant detection, which is very definite, no ambiguity, across the border, on ground or in the air: open fire."

The remarks mark a sharp deterioration in military relations between the US and Pakistan, which have been close allies in the "war on terror" since the September 11 attacks seven years ago.

The Bush administration has shown increasing impatience over what it considers Pakistan's incapacity or unwillingness to crack down on Taliban and al-Qaida fighters operating on the Afghanistan-Pakistan border.

Pakistan insists it is doing what it can. It has about 100,000 troops in the restive north-west and suicide bombers are inflicting an increasingly deadly toll on the Pakistani army.

American officials have confirmed that their forces carried out a raid near the town of Angoor Ada but have given few details. Abbas said Pakistan's military had asked for an explanation but received only a "half-page" of "very vague" information that did not identify the intended target. Pakistani officials have said the raid killed about 15 people, and Abbas said they all appeared to be civilians.

He would not say whether General Ashfaq Parvez Kayani, who replaced Pervez Musharraf as head of the army last year, personally made the decision on orders to fire on US troops or if it had been discussed with US officials.

The army spokesman played down reports that Pakistani forces yesterday shot at US helicopters after they penetrated national air space. Abbas insisted no foreign troops had crossed the border and that "trigger-happy tribesmen" had fired the shots.

Pakistani troops based nearby fired flares to see what was going on, he said. The US military in Afghanistan said none of its troops were involved in such an incident yesterday.

As the US steps up its military activity in the sensitive tribal area, Pakistani officials have warned that an increase in cross-border raids will achieve little and fuel the insurgency in Pakistan. Some complain that the country is being made a scapegoat for the failure to stabilise Afghanistan.

In a rare public statement last week, Kayani said Pakistan's sovereignty would be defended "at all cost". Abbas said Pakistani officials had to consider public opinion, which was increasingly anti-American and had some sympathy for rebels claiming to fight in the name of Islam.

"Please look at the public reaction to this kind of adventure or incursion," Abbas said. "The army is also an extension of the public and you can only satisfy the public when you match your words with your actions."

Last week, Admiral Mike Mullen, chairman of the US joint chiefs of staff, said a new strategy for Afghanistan was needed that incorporated the tribal territory. George Bush is believed to have signed a secret order allowing US forces to operate in the tribal area, even though the UN mandate for international forces in Afghanistan does not extend into Pakistan.

It will be very interesting to see what happens in XJ post-ratification of the ICCPR. Obviously, current CCP obsession with, and imperative of stability over all else is an impediment against civil and political rights in Xinjiang, e.g., religion, fair trail, use of death penalty etc.
Also, the current legal system is nowhere near ready to incorporate the inviolable legal acts vis-a-vis the ICCPR; however, China’s leadership continues to signal its intention to ratify the Covenant, and if anyone enjoys reading boring Chinese legal documents on the subject, it is encouraging that this is such a hot topic.
I am hopeful, albeit a little cautious, that China is heading in the right direction. Nonetheless, where more stringent following of constitutional fundamental rights might benefit areas of fair trail, arbitrary arrests etc etc.. In areas of religion, the Chinese constitution remains the least structured to provide more expansive religious freedoms, as a result of its series of derogative clauses, duties and the central government’s obvious want for control over religious affairs. Thus, in Xinjiang, possible ratification appears less fortuitous in areas inveighed by the U.S., i.e., religion.

Free Ramadan Lunches For China's Muslims

WASHINGTON—Chinese authorities in the northwestern region of Xinjiang, home to the Muslim Uyghur ethnic group, are implementing a campaign to offer free lunches during the holy Muslim fasting month of Ramadan, when eating is proscribed until sundown.

The lunches are being offered in government departments to ethnic Uyghur and Han Chinese officials alike, employees said.

Uyghur exiles say that Chinese authorities have previously offered free lunches during Ramadan as a means of determining who is fasting.

An official who answered the phone at the Party committee offices of Hotan prefecture, in the south of the Xinjiang Uyghur Autonomous Region, confirmed the plan.

"This is the decision of the government leaders," she said, but declined to give further details.

A Uyghur employee at the Hotan government's department of taxation confirmed that the free lunches were on offer during the fasting month, which will end with the fast-breaking festival of Eid Al-Fitr this year on Oct. 1.

"We have to follow the rules and regulations as well," he said. "Our department doesn't provide lunch every day for employees, but they provide a free lunch on certain days in every week."

Meals for Uyghur staff

"They provide Uyghur meals for Uyghur employees and Chinese food for the Chinese employees of the department. We don't pay for the lunch," he said.

"I don't know where the money comes from. Maybe the senior managers pay for it."

Several callers to RFA's Uyghur listener hotlines complained of similar campaigns throughout Xinjiang.

"The government's campaign of providing free lunch during the Ramadan hurts me a lot," one listener said.

China on Tuesday lashed out at US accusations that it was stepping up curbs on religious freedom.

The U.S. State Department's annual report on religious freedom worldwide said the situation in China worsened over the last year while also singling out North Korea, Egypt, and Iran for curbs on freedoms of belief.

'Interference in China's affairs'

"China is strongly dissatisfied and resolutely opposed to the US accusation in its religious freedom report," Chinese Foreign Ministry spokeswoman Jiang Yu said in a statement.

"The criticism of China's religious policy and situation is groundless, violates the basic norms of international relations and is interference in China's internal affairs."

The U.S. report said that the Chinese government's repression of religious freedom "intensified" in some areas, including Tibet and Xinjiang.

China's Turkic-speaking Uyghurs, who are believed to number around 11 million, have already complained of government restrictions during this year's Ramadan.

Police in Lop county, Hotan, said they were forcing men to shave their beards and uncovering veiled women "by force, if necessary," while Muslim-run restaurants were being pushed into signing pledges to remain open during the fasting period, as is the custom in other Islamic regions of the world.

Officials in Atush city, in the far west of the remote Tarim Basin were dispatched to count all the restaurants run by Muslims and to “educate” their owners into signing the agreement of their own accord, the municipal Web site said. Official Web sites in other parts of the region cited similar measures.

'Pressure to sign pledges'

Similar restrictions are in force in Toqsu [in Chinese, Xinhe] and Shaya counties, near Kucha, where up to 10 alleged Muslim attackers were reportedly killed after assaulting a local police station Aug. 10.

During Ramadan, Muslims who are able should take no food, water, or cigarettes during daylight hours. Restaurants in Muslim countries often close during the day, re-opening to break the fast after sunset.

Exiled Uyghur groups said Uyghur government cadres throughout Xinjiang had been forced to sign “letters of responsibility” promising to avoid fasting, evening prayers, or other religious activities.

Special groups have been set up in schools to educate Uyghur teachers and students not to fast, and to monitor their activities on pain of expulsion from school, the Germany-based World Uyghur Congress said in a statement signed by spokesman Dilxat Raxit.

The Uyghurs, many of whom chafe under Beijing's rule, formed two short-lived East Turkestan republics in the 1930s and 40s during the Chinese civil war and the Japanese invasion. Beijing has launched a campaign against separatism, styling it a war on Islamist terrorism.

It has also accused "hostile forces" in the West of fomenting unrest in the strategically important and resourch-rich region, which borders several countries in Central Asia.

According to the data released by the United States Census Bureau that the number of African Americans living below poverty in the nation have increased dramatically in the past five years. Now about 67.5% of African Americans live below the property as defined by the guideline issued from the U.S. Department of Health & Human Services.

The same senior State Department official who asked for anonymity added “There would ne any free lunch for this year, but we are actively in the planning stage for the next year.”

Nobel peace prize rebuke possible for China

OSLO, Norway (AP) — The annual guessing game about who will get the 2008 Nobel Peace Prize focused this year on a possible human rights rebuke for China.

Experts said the coveted prize could also be used to chastise Russia or Vietnam when it is announced Oct. 10.

"I think there is a big chance for it be a human rights prize," said peace researcher Stein Toennesson, who sent out his list of possible winners Wednesday.

He thought the prize could go to Chinese activist Hu Jia, possibly together with his wife Zeng Jinyan, and if not, then to Vietnamese monk Thich Quang Do or to Russian human rights lawyer Lidia Yusupova.

The secretive five-member Nobel Peace Prize committee gives no hints and won't even say who has been nominated. It only gives the number of nominations — 197 this year, the second highest total ever.

With no inside information available, Toennesson's well-documented and occasionally correct guesses have become the cornerstone of world Nobel Peace Prize speculation.

Other top prospects on his list were Zimbabwe's former opposition leader Morgan Tsvangirai; Ingrid Betancourt, the French-Colombian politician and anti-corruption activist freed in July after six years being held hostage by the Marxist FARC rebels; and Kenya's President Mwai Kibaki, Prime Minister Raila Odinga and The African Union, for restoring peace in Kenya followed last year's national elections.

Last year, Toennesson correctly guessed the prize would be related to climate change, and that former U.S. Vice President Al Gore would share it. The prize went to Gore and the U.N. climate panel.

Janne Haaland Matlary, a political science professor at the University of Oslo, agreed that China could figure high on the award committee's agenda this year.

"During the Games, we saw a lot of repression," said Matlary.

Toennesson said the committee could also pick the 80-year-old Vietnamese monk and dissident Do, who works for religious freedom, democracy and human rights.

Matlary and Toennesson both said the committee might pick Russia's Yusupova as a sharp criticism of the Kremlin's crackdown on press freedoms and human rights.

Some candidates are named by those making the nominations.

This year, known nominees also include Chinese dissident Wei Jingsheng; former Israeli nuclear technician Mordechai Vanunu; former German Chancellor Helmut Kohl; former Finnish President Martti Ahtisaari for his peace efforts; Russian Prime Minister Vladimir Putin for his alternative fuels initiative; Irish rock star Bob Geldof; the Peace Jam Foundation; the environmental group Greenpeace; and American Jesuit Priest John Dear.

The peace prize is presented in Oslo while Nobel prizes for medicine, chemistry, physics and economics are handed out in Stockholm, Sweden. The ceremonies are always on Dec. 10, the anniversary of Nobel's death in 1896.
