Pakistan Nukes China. Et la France?

China let Pakistan test a nuclear weapon in Xinjiang on May 26, 1990.

A stumper for your next quiz night: Name all of the countries that have exploded atomic weapons in Xinjiang.

The answer: China and... Pakistan?

Crazy stuff in today's New York Times nuclear book review smorgasbord. The book in question is "The Nuclear Express: A Political History of the Bomb and Its Proliferation" due out in January.

The authors drop more than one bombshell recovered from the dustbin of atomic history:

Secret cooperation extended to the secluded sites where nations tested their handiwork in thundering blasts. The book says, for instance, that China opened its sprawling desert test site to Pakistan, letting its client test a first bomb there on May 26, 1990.

That alone rewrites atomic history. It casts new light on the reign of Benazir Bhutto as prime minister of Pakistan and helps explain how the country was able to respond so quickly in May 1998 when India conducted five nuclear tests.

“It took only two weeks and three days for the Pakistanis to field and fire a nuclear device of their own,” the book notes.

In another disclosure, the book says China “secretly extended the hospitality of the Lop Nur nuclear test site to the French.”

France!? Say it ain't so, Xiaoping. Well, it couldn't be any worse than this:

The book, in a main disclosure, discusses how China in 1982 made a policy decision to flood the developing world with atomic know-how. Its identified clients include Algeria, Pakistan and North Korea.

Alarmingly, the authors say one of China’s bombs was created as an “export design” that nearly “anybody could build.” The blueprint for the simple plan has traveled from Pakistan to Libya and, the authors say, Iran.

But why would China do something so stupid? Well, old habits are hard to kick. Nikita Khrushchev said in his memoirs that Mao's attitude towards the nuclear holocaust of World War III was, "Hey, even if China loses 300 million people we'll still have plenty left over."

Why did Beijing spread its atomic knowledge so freely? The authors speculate that it either wanted to strengthen the enemies of China’s enemies (for instance, Pakistan as a counterweight to India) or, more chillingly, to encourage nuclear wars or terror in foreign lands from which Beijing would emerge as the “last man standing.”

Sounds like the kind of plan that will definitely work out in the long run.

Crazy stuff indeed. Pakistan and Israel, OK -- China has historically shared military technology with the former and acquired it from the latter. But France and South Africa? And, what's more, a zero-yield French test at Lop Nur, when the French were happily exploding hundred-kiloton bombs underground in French Polynesia?

From the USA Today article that was written three months ago, back when Stillman's allegations first came out: "Stephane Charreau, a press officer at the French Embassy in Washington, called the suggestion 'very strange,' and denied it." I think that about sums it up.

The littlt boy atomic bombs killed as many as 140,000 people in Hiroshima and fat man atomic kill 80,000 in Nagasaki by the end of 1945, roughly half on the days of the bombings. Since then, thousands more have died from injuries or illness attributed to exposure to radiation released by the bombs. In both cities, the overwhelming majority of the dead were civilians.

this can easily be explained as a case of teamwork. pakistan wants to test a bomb, chinas got a huge plot of desert. boom! both countries can learn and develop their nuclear programs.

as for drawing comparisons of their motives to mao's thoughts on nuclear holocaust? the ccp has clearly moved on from the policies of that long dead leader. playing last man standing is definitely not on their agenda. instead, regional stability is their new strategy.

i think the main lesson of this discovery is realize that china is fully aware of the value of relationships with it's neighbors. and china knows that strengthening its relations with neighbors strengthens their own position in the region.

@roebuck: Where did I say that all the French tests were underground? The French tested above-ground until 1975. (The French did multi-megaton tests, too. They didn't always test in Polynesia, either. Anything else I left out?)

The point is that France had no reason to go to Lop Nur to do zero-yield testing, when they were doing full lots-of-tons-yield explosions on their own soil.

Uyghurs as indigenous people; a new UHRP report highlights Chinese government violations of Uyghurs' indigenous rights

As the world marks the 60th anniversary of the Universal Declaration of Human Rights, Uyghurs in East Turkestan (also known as Xinjiang Uyghur Autonomous Region, in the People's Republic of China) continue to experience human rights abuses in nearly every aspect of their lives. A new report by the Uyghur Human Rights Project (UHRP) details the PRC’s violations of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) in the case of the Uyghur people.

On September 13, 2007, the People’s Republic of China (PRC), along with 142 other countries, voted to adopt the United Nations Declaration on the Rights of Indigenous Peoples. By voting for the Declaration, the PRC recognized that indigenous persons are a particularly vulnerable group in general and specifically supported the principles outlined and rights explicitly enumerated in the articles of this long awaited essential human rights Declaration.

In practice, the PRC government violates almost every article of the Declaration that it supported at the UN, routinely violating the fundamental rights of the Uyghur people. Uyghurs’ culture, religion and language are all under attack by the PRC government. Uyghurs do not have substantive control over their own education, media, or employment, and they have no voice in the region’s government. Uyghurs are also denied access to or benefit from East Turkestan’s land and resources.

"While UNDRIP guarantees Uyghurs' rights across a spectrum of areas, the reality is that Uyghurs are marginalized in their own homeland," said Uyghur democracy leader Rebiya Kadeer. "Uyghurs also lack access to any mechanism with which they can seek redress for violations of their rights."

UHRP's report begins by briefly reviewing the development of the United Nations Declaration on the Rights of Indigenous Peoples and demonstrating that the Uyghurs are the indigenous people of East Turkestan. The main body of the report then examines the Articles of the Declaration with respect to the Uyghur case, by discussing violations of articles in categories such as Fundamental Rights, Life and Security, and Culture, Religion and Language (among others). While not all-inclusive, the report highlights some of the most egregious ways in which Uyghurs’ fundamental, social and cultural rights are violated by the Chinese government, with respect to international law and often domestic law as well. For instance, in the area of Culture, Religion and Language, the report examines the ways in which the PRC controls the freedom of religion for Uyghurs in East Turkestan, effectively undermining Uyghurs’ identity. In conclusion, the report offers suggestions to address the situation, both to the United Nations and the Chinese government.
