I was watching on TV when I saw this. It got a lot of laughs. Supposedly, she's one of the most famous dancers in Xinjiang, but the run/dance with the torch, especially as she was only second or third to get ahold of it... It stank of minority tokenism. The dance itself displayed such awe and admiration of the torch, it gave me a sense of an almost sexual fetishization. Or perhaps I think too much.

KASHGAR, China, June 17 (Reuters) - China locked down the far-western city of Kashgar on Tuesday in preparation for the passage of the Olympic torch relay through the sensitive region populated by ethnic Muslim Uighurs.

Shops lining the torch route were shuttered and police stood guard on every street corner. Soldiers and firefighters patrolled the main square of Kashgar, the city seen as the heart of Islam in China's oil-rich border region of Xinjiang.

"Nobody is allowed to watch the torch relay tomorrow unless you are being organised by your work unit. I feel a lot of regret," said Chen Guangsheng, a Han Chinese resident of Kashgar who said her home was along the route.

"The police are coming to my house tonight to inspect it and to register everybody living there."

Windows must be closed and residents were not allowed outside on their balconies during the relay, Chen added.

The Olympic torch relay was meant to be a symbol of national unity and pride for China, but on its international leg it was dogged by anti-government protests and at home authorities are at pains to ensure its smooth journey, especially in troubled minority areas such as Xinjiang.

The Olympic flame is likely to pass through Lhasa this weekend, although organisers have yet to confirm the date or details of the route through the Tibetan capital where anti-Chinese rioting broke out in March.

Human Rights Watch said the International Olympic Committee should demand that Chinese organisers cancel the Tibet leg of the torch relay.

The New York-based rights group said using Tibet for "a propaganda opportunity" just three months after the riots were suppressed and while independent observers were still barred from entry was "unconscionable and reckless".

TIBET RIOTS

China blamed the riots on Tibet's exile spiritual leader, the Dalai Lama, and his followers, whom they accused of fomenting trouble to further separatist aims and ruin the Olympics.

Fallout from the Tibet riots resulted in demonstrations and counter-demonstrations on the international leg of the torch relay.

Tibet's neighbouring desert region of Xinjiang is home to 8 million ethnic Uighurs, a Central Asian people who speak a Turkic language and whom China blames for a series of attacks in the name of agitating for an independent state of East Turkestan.

Many Uighurs resent the migration of Han Chinese to the region and government controls on their culture and religion.

"They're crazy bringing it here," said a Uighur resident called Hamid, tapping his head. "It's their event, not ours," he added of the torch relay. "All we get is hassles."

In the backstreets, there was no sign of the Olympics propaganda or flags that lined Kashgar's main thoroughfares, and while banners welcomed the torch in English and Chinese, there was little use of Uighur language.

In a sign of the sensitivity of the torch relay here, foreign journalists were confined to one hotel and told they could not conduct interviews along the torch route.

A government official denied the restrictions were due to fear of "sudden incidents", China's euphemism for protests.

"We expect so many people to come, we thought it would be easier this way," said the official. Super Human Rights? You mean China’s discursively constructed version thereof? Yes, if one measures human rights in the absence of tyranny then one may come to a “SUPER” conclusion. Yet economic, social and cultural rights are not a sufficient quality indicator.

To suggest youhui zhengce is an abuse on the Han is absurd. The Han still enjoy preferential Cadre recruitment, employment, economic opportunities… I can go on... In truth, official measures fail to address the real inequalities between Han and Uighur.

And these inequalities are easily discernable. Autonomy, understood as independence of action on the internal or domestic level is all but a farce; massive and multifaceted repression of religion has made its practice far more political than it need be and sever, and; sever policies meant to please superiors rather than ensure stability have often translated or descended into dissent. The confiscation of passports is one such initiative.

At one instance the government say the local Uighurs are content, but speak to any Han and they will quickly tell you they want and have nothing to do with them…Doesn’t sound very “Harmonious” to me. Mentally challenged people might say I’m asking for “special treatment,” but if special treatment extends to the call for basic human rights, the very same China IS a signatory of, then it is cause for some concern.

SUPER human rights are a long way off in Xinjiang old sport.

The Olympic torch has reached the Chinese Muslim-province of Xinjiang. Also here Peking fears protests and potential separatists.

Kashgar. Mohammed Mae is sitting in front of his gate in the old town center of Kashgar and stares into space. Normaly you will find here a buzz of acitvity in the little shops and restaurants of the alley, the Uighur explains, a member of China’s greatest Muslim minority. But till now all shopkeepers have not lifted up the rolling shutters according to the town’s administration. Security measures for the smooth handling of today’s torch ralley.


In Kashgar’s old town predominantly Uighuirs are dwelling. Morosely men with square, traditionally ornamented caps and women with long garments, some veiled, are pacing through the alley. Acces to Id Kah Mosque, China’s biggest mosque. was blocked until one hour before, but is opened again. The torch ralley has passed, but Mae does not know, how it proceeded. „We were forbidden to leave our homes“ explains the man in his thirties with his blue polo-shirt and sunglasses. „This Olympic ceremony the Chinese have done all for themselves.“


For Peking the ralley of the Olympic fire through Kashgar is like running the gauntlet. Similiar to Tibet also in the autonomous region of Xinjiang the fight for more liberty from the Chinese rulers is smouldering. Protest against the torch ralley China wanted to suppress by all means. The passage point Kashgar is to be found in the south of Xinjiang on the outskirts ot the Taklamakan Desert.


Here the Muslim minorities of China, first of all the Uighurs, are in the majority position. In Chinese view Uighurs are potential activists and sympathisizers of an independent state by the name of „East-Turkestan“ on Xinjiang territory.


Therefore security forces have closed off the area extensively. Selected pupils and students were shouting nonstop „Go ahead, Olympia, go ahead Sichuan, go ahead Peking, go ahead Kashgar!“ In addition they were swaying Chinese and Olympic flags in a mechanical manner. Presentations and dance performances were drowned in it. The whole celebration appeared as if put on stage only for television. Access to the ralley’s course has been prohibited für foreign journalist by the administration at short notice.


China’s fear of independence activities and disturbances of public order are not at all unfounded. Since the beginning of the 1990’s a chain of bomb attacks has shaken the country. According to official information about 162 persons have lost their lives. In 2007 according to their own press releases the Chinese regime debunked a training camp in Xinjiang with connections to al-Qaida. The General secretary of Interpol, Ronald Noble., has declares terroristic acts during the Olympic games as a „real eventuality“.


But under the cloak of „War againstTerror“ Peking also imprisons peaceful protesting Uihgurs under general suspicion. The latest protests in March in Kashgar’s neighboring town Hetian have been ignited by palpable misuse of power – the death of an Uighur businessman under police arrest – and a ban on veiling. The circumstances, under which China in April arrested presumed terrorists, who wanted to fly to Peking with a hijacked plane, are ambiguous till now.
In the run-up to the torch ralley the administration has arrested everybody, who could not present an identity card, says Uighur businessman Mae. He tells that young Uighurs can find no work, because Chinese have many sectors of private economy in control.


Imams who are infiltrated by the communist party do not know anything of Islam. After the protests in Tibet Uighurs have asked them, what they would think about it. They said, that Tibet would be a part of China, tells Mae.


„But deep in our heart we know that Tibet just like Xinjiang is a country of it’s own.“ And this dream the Uighurs here will one day let come true, Mae feels confident. Therefore in Chinese views the unobstructed torch ralley can only be a temporary victory.

Hawaiian group demands restoration of the monarchy

HONOLULU - Surrounded by royal guards and the occasional tourist, Her Majesty Mahealani Kahau and her government ministers hold court every day in a tent outside the palace of Hawaii's last monarch, passing laws and discussing how to secure reparations for the Native Hawaiian people.

Kahau and her followers are members of the self-proclaimed Hawaiian Kingdom Government, which is devoted to restoring the Hawaiian monarchy overthrown in 1893. Nearly two months ago, they stormed the gates of the old Iolani Palace, and they have politely occupied the grounds ever since, operating like a government-in-exile.

"We're here to assume and resume what is already ours and what has always been ours," said Kahau, who is a descendant of Hawaii's last king and was elected "head of state" by the group.

The Hawaiian Kingdom Government, which was founded seven years ago and claims 1,000 followers, uses its own license plates and maintains its own judicial system. In recent years, members have voted to dissolve the state of Hawaii, its land titles, welfare programs and public schools. They also claim the right to confiscate all bank assets in Hawaii.

The organization's actions do not carry the force of law, and the state has mostly taken a hands-off approach. It has not confiscated any of the license plates, for example, or arrested anyone for using them.

Hawaii has about 200,000 Native Hawaiians out of a population of 1.3 million. The Hawaiian Kingdom Government is just one of several native organizations that claim sovereignty over the islands, tapping into a strong sense among Native Hawaiians that they were wronged by history.

More than a century ago, a group of sugar planters and other businessmen, most of them Americans, overthrew the Hawaiian monarchy with the support of U.S. military forces. Queen Liliuokalani was imprisoned at the ornate Iolani Palace, built in 1882 by her brother, King Kalakaua. Hawaii was annexed by the United States in 1898 and became a state in 1959.

"We are definitely trying to correct a wrong that we feel has been done to us as a people," said Hawaiian Kingdom Government spokesman Orrin Kupau.

On April 30, members of the Hawaiian Kingdom Government trooped onto the palace grounds in the heart of Honolulu and shut the gates behind them, leading to a few tense hours before they finally reopened the entrance.

Every day, Kahau and about a dozen of her government officials meet in the tent. Every evening their fold up their tent and go home, returning in the morning.

State officials have largely ignored them, and police have made no arrests. The Hawaiian Kingdom Government has said it has no intention of resorting to violence.

Every week, the Hawaiian Kingdom Government obtains a public-assembly permit that allows it to occupy the grounds of the palace, a museum and popular tourist attraction next door to the state Capitol.

As far as the state is concerned, the Hawaiian Kingdom Government is treated the same as any other group that wants to conduct activities on public ground, said Deborah Ward, spokeswoman for the Department of Land and Natural Resources.

"As long as they comply with the permit conditions, they may continue to request permits to meet," she said.

Those conditions prohibit the Hawaiian Kingdom Government from interfering with access to the palace, harassing pedestrians, collecting money, posting banners or entering several government buildings. State authorities gave Kahau a warning when she went inside one of the buildings to collect her mail.

It is unclear how the organization's members intend to oust the state government. They also want reparations in the form of housing, low-cost health care and cash. The kingdom slapped a $7 trillion fine on the Hawaii state government in 2007.

A professor of international law who favors Hawaiian independence, Francis Boyle, said he believes the Hawaiian Kingdom Government has a valid claim.

"The essence of sovereignty under international law is people living on their land and asserting their rights, and that's what the Native Hawaiians are doing. They've made a lot of progress," said Boyle, a professor at the University of Illinois. "This is the way to go."

A state agency, the Office of Hawaiian Affairs, is pursuing something far short of a restoration of the monarchy. It is pressing for federal legislation that would give Native Hawaiians a degree of self-government similar to what many American Indian tribes have. The hope is that Native Hawaiians will also regain some of their ancestral land.

The legislation has passed the U.S. House and is pending in the Senate.

"There's got to be a legal way in which to try to get these issues resolved," said OHA Administrator Clyde Namuo.

BEIJING // In 2004, a manuscript on China's Xinjiang region somehow fell into the hands of unknown Chinese. The book was quickly translated into Chinese - complete with the editor's marginalia - and copies were soon making the rounds of government offices in Beijing.

Chinese officials apparently mistakenly saw the book as a US government-funded effort to undermine its rule of the troubled Muslim area in China's far northwest. Most of the 14 contributors, all but one of whom were from the West, soon found themselves on China's docket of blacklisted scholars.

Four years later, these scholars remain persona non grata in China with no sign that the ban will be lifted anytime soon. "It's far easier to put the kibosh on someone than to lift it," said James Millward, a professor of history at Georgetown University and a contributor to the book.

All of the scholars, with the exception of one, have been refused visas to China, with only a few exceptions for special circumstances.

The message - which worried China scholars around the world - was clear. There are topics China will not tolerate discussion on and the government is prepared to do whatever it takes to keep a lid on them.

Foreign scholars are finding the China field an increasingly dangerous territory to navigate, and some readily admit to avoiding certain topics and to tweaking their research. And the situation is getting worse as China grows more economically and politically powerful.

One of the authors of the banned book - titled Xinjiang: China's Muslim Borderland - who declined to use his name, said Beijing is stepping up efforts to control how China is perceived internationally. "We're in a period where China's influence is expanding and they're seeking ways to control the message outside of China just as they do inside China."

Edward Friedman, a professor of political science at the University of Wisconsin, said the effects are multiple: "People who do research in the country want continuing access. There is a tendency not to do anything that will threaten your ability to get access."

The problem is that it is not always clear where the invisible line is drawn. Scholars say that being purposely vague about what causes the problem subconsciously forces people to be more cautious than they probably need to be, a strategy that has been successful against intellectuals and the media in China.

"The Chinese government likes to set rules in people's minds," said Yu Maochun, a professor of history at the US Naval Academy. "There's a line you are not supposed to cross. There are certain things you don't do or say. As long as you observe these rules, you won't have a problem." Moreover, not knowing exactly what the rules are "is what keeps people mute", he said.

"This effect is hard to pin down and to measure because it operates deep in the privacy of individual minds, where even the user himself or herself might not always be aware of it," said Perry Link, a professor of East Asian studies at Princeton University.

Mr Link said he has been denied visas since 1996 and has never been given a reason, although he can cite several possibilities. "I am pretty sure that my example lurks in the minds of people in the field," he said.

Xinjiang observers concede that anything about the troubled region - home to a large Muslim population that resents Chinese rule - could be considered sensitive. But they said there was nothing particularly sensitive about their book. "It's not polemical, we don't address human rights issues directly and we certainly didn't support a separatist cause," Mr Millward said.

Mr Yu said China has improved significantly over the past decade, but there has also been a worrisome trend in the direction of self-censorship among those who study China.

"I have seen [Chinese and foreign] scholars who are brilliant, but when they make a speech they have a different view than when they speak privately," he said. "They have a different perspective. They censor themselves."

Experts said it was always difficult to quantify the effects of such apparent intimidation. In the case of the Xinjiang scholars, the obvious manifestation was that most of the 14 contributors to the book have had little or no access to a region they have spent their entire careers researching.

"When a group of scholars studying Xinjiang are all blacklisted, and they can no longer go to Xinjiang, and can no longer attend conferences in China on any topic, then learning in that field, and by scholars in any field, is less than it would otherwise be," Mr Link said.

Some describe the situation in terms of incentives and penalties.

Sin-ming Shaw, an independent scholar based in London, said if you do not upset Beijing, you will be wined and dined and considered a friend. "They may even slip you a few documents," he said. However, if you do offend anyone, "you're basically out of the China business".

"That is a heavy penalty, and so you stop saying things you don't want to say and you stop doing research you know is sensitive," he said. "If a journalist gets kicked out of China, he can always go to Tel Aviv, but not if you're an academic."

Some scholars - especially those just starting out- are turning away from projects that they otherwise would have pursued. Mr Link said some young scholars had asked him which topics might get them in trouble with the Chinese government.

He tells of a recent Princeton graduate in comparative literature who was considering translating a novel called Ru Yan@sars.com that provided a penetrating view of China's values crisis against the backdrop of the 2003 outbreak of Sars, a respiratory illness that killed hundreds in China and elsewhere.

The very popular book was banned in China, but it continued to circulate widely on the internet. The young man was drawn to the idea of translating the novel, but backed off when he learned that it had been banned, Mr Link said.

"Even students with relatively innocuous topics like the state-mandated village elections come to me asking how they can avoid trouble if they take on such a topic," he said.

Concern about the Chinese colleagues who assist with foreign experts also adds to the pressure on scholars.

"Your work always makes some Chinese hostage to your behaviour, and I don't want to get people in trouble," said a prominent political scientist in the United States, who declined to be named for fear of getting into trouble.

Nor does there appear to be a great deal of support for people who find themselves targeted by Beijing, either from colleagues or their own universities.

"There's a sort of Damocles sword hanging above your head and you are aware of it all the time," Mr Friedman said. "The way it works is if the sword falls, the question is 'Why was your neck stretched out?' rather than why did the sword fall." He said some members of the China-watching community actually blame colleagues who have been barred.

Universities, which have been falling over one another to set up exchange programmes in China, have for the most part remained reluctant to get involved. Mr Link and another Princeton scholar are unable to get visas to travel to China, but when Shirley Tilghman, the university president, led a Princeton delegation to China, she spoke publicly about the problems that Chinese students were having in getting US visas and said nothing about China's refusal to give US scholars visas.

Experts said universities could be doing more. "If you look at it in a cold way, China needs the West more than the West needs China," Mr Shaw said. "There is a lot more bargaining power on the US side than on the Chinese side."
