Are we to assume because of the jade connection , most of the arrested Uyghur were Hotanese from Hotan, the jade capital of China - whats the link between them and fundamentalist groups in the Hotan area and the riots in Hotan recently if any? Any clues. Anyone capable of keeping track of events in Henan? James

China faces Muslim resentment in west

HOTAN, China - There was no sign of dissent in the bazaar, where men wove through the crowd on motorcycles with freshly butchered sheep draped behind them. But a Muslim merchant pinched his lips together with his fingers to show he could not talk freely.

"The Chinese are too bad, really bad," said Hama, who added that the Chinese had broken up a protest of about 200 people last month. He put his wrists together as if handcuffed. "I can't say more or I'll get arrested."

As China grapples with protests in Tibet, it also faces unrest on its Central Asian frontier.

Resentment against the Chinese has long simmered in this traditionally Muslim western region, which borders Afghanistan, Pakistan and Russia. The problems in Xinjiang came on top of nearly a month of anti-government riots and protests in Tibet and other provinces with sizable Tibetan populations.

Such clashes are growing as the Olympic Games approach, with the world's spotlight on China and its human rights record. However, the situation with the Muslim minority Uighurs (pronounced "Wee-gers") is even more complicated because China worries about separatist sentiment and brands more militant Uighurs terrorists.

Human rights groups say China exaggerates such threats so it can clamp down on the Uighurs and arrest dissidents.

The Chinese blame last month's protest in the jade-trading Silk Road town of Hotan on Hizb ut-Tahrir al-Islami, a radical group that wants to create a worldwide Islamic state. But human rights groups and U.S.-government funded Radio Free Asia said demonstrators were protesting against a ban on head scarves in the workplace and demanding political prisoners be freed.

Hizb ut-Tahrir al-Islami, which claims to disavow violence, has been banned in Russia and Central Asia, where it reportedly has a large following among the predominantly Muslim former Soviet republics. The Chinese have accused the group of handing out "reactionary" leaflets and calling for protests in Hotan and Xinjiang's capital of Urumqi.

Last month, officials also accused the East Turkestan Islamic Movement — a militant group that demands separation from China and is on the U.S. terror list — of trying to crash a domestic flight from Xinjiang, though the details of the case remain sketchy.

About 9.4 million Uighurs live in Xinjiang, making up almost half its population. They speak a Turkic language, follow their own customs and live on land that is bigger than Alaska and covers a sixth of China's territory.

China has often used harsh repression to control them, and has imprisoned or killed Uighur nationalists. The government has also flooded the land it renamed Xinjiang — or "New Frontier" — with soldiers and members of China's ethnic Han majority who control much of the economy, fueled by rich oil and natural gas reserves.

U.S. government criticism of Beijing's record of religious oppression in Xinjiang has helped give Uighurs a relatively positive image of America in contrast to the strong anti-American sentiment among some Muslims in the Middle East and Southeast Asia.

Last weekend in Hotan, the situation seemed to have cooled off. A few uniformed police patrolled the bazaar, where almost all the shoppers and traders were Muslims. Women wearing spectacularly colorful head scarves watched over stands piled high with walnuts, almonds, dates and raisins.

But despite big signs urging the masses to "Create a peaceful Hotan," the animosity between Muslims and Chinese was palpable in this city of about 100,000.

A chirpy Chinese coffee shop waitress smiled as she rattled off sites travelers should see, but urged them to avoid the bazaar.

"Some Muslim separatists caused some trouble. It's terrible," said the waitress, who would only give her surname, Zheng, when discussing the sensitive subject.

The Chinese also say the Uighurs are ungrateful for all the government investment that has modernized the region.

"They have no culture and they don't try to study and improve themselves," said a Chinese delivery driver who would only give his surname, Wang, because he said the government didn't want him to speak ill of the Uighurs. "Most businesses don't want to hire them. That's why they hire Han Chinese. Their religion, Islam, it's no good. It fills their heads with nonsense."

Most Uighurs practice a moderate form of Islam. The men wear ornate skullcaps, or "doppi," while most women favor head scarves but rarely cover their faces. Many can be seen dressed in tight skirts or stylish hip-hugging designer jeans and high heels.

The last major series of riots in Xinjiang happened a little more than a decade ago. But there are occasional reports in China's state-run media of weapons busts or bombings that are difficult to confirm.

Often, it seems the Chinese and Muslims are content to live in their own worlds. During a recent two-hour China Southern Airlines flight from Urumqi to Hotan, none of the young Chinese flight attendants spoke Uighur to the passengers. Even basic phrases like "Please sit down" or "Fasten your seat belts" were spoken in Mandarin to the Uighurs, who often looked puzzled or asked them to repeat themselves.

But the Uighurs often show the same disinterest in the Chinese. One Uighur university student who would only give his English name, Steve, said he didn't have to go to class last Friday because it was a national holiday — Ching Ming, a day when Chinese clean their ancestors' graves.

"I don't know what the holiday is called or what it's about," the 20-year-old student said. "It's a Chinese holiday. It has nothing to do with me."

China 'foils Olympic terror plot'

China says it has cracked a terror plot to kidnap athletes, journalists and tourists at August's Beijing Olympics.

The security ministry said 35 arrests had been made in recent weeks and explosives seized in the north-western Xinjiang province.

It said 10 others were held when police smashed another plot based in Xinjiang back in January to disrupt the Games.

The province is home to many Muslim Uighurs, some of whom want independence in the region they call East Turkestan.

Uighur activists have accused the Chinese authorities of fabricating terror plots to crack down on the people of the region and prevent them airing legitimate grievances.

Thursday's development was announced by a Ministry of Public Security spokesman at a news conference.

Wu Heping was quoted by AFP news agency as saying: "The violent terrorist group plotted to kidnap foreign journalists, tourists and athletes during the Beijing Olympics."

'Suicide bombings'

Mr Wu said two terror rings had been smashed by the authorities and that militants had planned to launch attacks to disrupt the Olympics from next month.

In recent weeks, he said, police had seized nearly 10kg (22lb) of explosives and "jihadist" literature during raids in Xinjiang's capital, Urumqi.

He said the militants had sought volunteers to carry out suicide bombings in Urumqi and other Chinese cities.

Mr Wu also provided more details on another alleged plot, which the authorities said they had smashed last month.

He said those militants had planned to attack hotels and government offices in Beijing, Shanghai and other cities.

Poisonings and remote-control bombings were planned and 13 practice explosions had already been carried out, he said.

China said last month a plane crew had foiled a hijack attempt of a flight from Xinjiang to Beijing and two passengers had been detained.

But some observers question if China is inflating a terror threat to justify a clampdown on dissent ahead of the Olympics.

China brands the Xinjiang separatists as terrorists and has claimed more than 260 terror acts have been committed in the province over the past two decades.

Many in Xinjiang resent the recent and large-scale influx into the region of Han Chinese settlers, observers say, though there have been few reports of violence.

At the 1972 Munich Olympics, Palestinian terrorists kidnapped and killed nine Israeli athletes.

The reality in Xinjiang is, their culture is still well preserved, partially due to the effort of the government. When I worked in China, I worked for the National Bureau of Sports, my job includes: preserving ethnical sports, organizing national ethnical sports meets, documenting ethnical sports history... When I worked in Xinjiang, the biggest obstacle was language . I am a Han Chinese, so I have to work with my translators to do my job.

You can imagine, if they can't speak Chinese, how can they get a job with better pay in China? Just like Chinese students in US, if you can't speak and write English, how can you expect to get a job with upper-middle class income? Hispanic migrants are another example. Even though they are demographically dominant, they can only take labor jobs, since their language/culture is still excluded by the white mainstream.

My point is, as a minority group, there is no such a thing called ideal solution. You may either give up your culture or stick with poverty. I am not trying to defend the ethnical policies of the Chinese government. Its failure is evident and has its historical root.

During the Cultural Revolution (1966-1976), Mao tried to erase all cultural differences to creat an equalitarian and vernacular culture for the mass. His intention was ambitious and utopian, since the cultural differences might become the base on which economic and social hierarchies are to be built. As a result, ethical cultures and Han dominant culture, including Confucianism, Daoism and Zen Buddhism, were severely suppressed.

Mao's successors (particularly, Hu Yaobang), after the Cultural Revolution, adopted a more liberal approach towards minority cultures.
They promoted ethnical culture, including their languages, sports, etc. That is why I could have my first job after college education and had the
chance to witness the revival of minority cultures in China.

At the same time, the Chinese government adopted the economic reform, which makes the minority culture an economical disadvantage. I was ever afraid of one day these minority cultures would be destroyed by the dominant Han culture. Many personnel in the local culture agencies shared the same panic with me. But after this time, I have changed my opinion. To have a better life, maybe cultural genocide/or cultural suicide is the only choice, since the "culture" is not an artifice that you can preserve as a whole in the museum.

BTW, Qing Ming (Ching Ming as you put) is not a national holiday in China. Most legal holidays in China have communist legacy (Workers' Day- May 1st, Liberation Army's Day- August 1st, Women's Day - March 8th, Children's Day - June 1st, and National Day- Oct 1st). Spring Festival is probably the only exception. Some governmental agencies give a dayoff for Lantern's day (15 days after the Spring festival). During the Cultural Revolution, Han people who celebrated Qing Ming for their ancestors were suppressed. It was considered as feudal residual. Even today, it is still a secular festival rather than a national holiday.

Ethnical sports are a wonderful thing, to be sure. I would just add that some Uighurs might also like to practice their ethnical religiion, as well, and do so without fear of persecution.

A large portion of Han people stick to their region dialect while they (government enforced)learn the common tongue at school. What does one learn a language for?

Need I remind you, you were working in an "autonomous" region? Would they need to be so proficient in Pu Tong Hua if they were able to actively participate in their own autonomous region's raw material industries? Selling apples outside mining sites is one thing, actively participating; owning, supplying or working with Beijing to enhance productivity is another… Your argument sounds very colonial.

China claims to have foiled Olympic kidnap plot

China has uncovered two terrorist gangs aiming to kidnap athletes at this summer's Olympics and attack tourist hotels, the Ministry of Public Security said today - prompting calls for officials to reveal more of their evidence.

Security forces have detained 45 suspects and seized explosives and firearms from the groups in raids in Urumqi, capital of Xinjiang, a spokesman announced.

Militants in the northwestern region, which has a large Turkic-speaking Muslim Uighur population, have been agitating for an independent "East Turkestan".

But human rights groups have warned that the authorities have a history of exaggerating the threat of violence to strengthen their control over the region and justify repressive measures.

"The problem is that because China has made such extravagant claims with respect to terrorism in Xinjiang - and because their definition of terrorism includes peaceful dissent and protest - it has become impossible to ascertain with any degree of certainty these types of claim," said Nicholas Bequelin of Human Rights Watch.

"At the same time it's perfectly possible that certain groups will stage attempts - China is not immune to terrorism and there's sufficiently large number of disaffected populations within China to make terrorism a serious threat.

"The best thing they can do is to be as straightforward as possible with the facts and not interpret them immediately in a way that is overtly politicised," he said.

"It will be interesting to see if they conflate this risk with unrest in the Uighur population. If these are genuine plots, it is no excuse for hardening repression against people in Xinjiang," said Bequelin.

According to the Ministry of Public Security, 35 people were arrested in raids in Urumqi, the capital of Xinjiang, between March 26 and April 6. It claimed they had been plotting to kidnap athletes, foreign journalists and other visitors to the August Olympics.

"At the end of last year an overseas East Turkestan terrorist group issued an order requesting its members to enter the country to be ready to launch terrorist attacks at the Beijing Olympics," spokesman Wu Heping told a news conference.

"At the same time it asked them to closely observe hotels that receive foreigners, government buildings and military bases."

He said the group also asked members to do trial runs using poisoned meat, poison gas and remote control explosive devices, adding that police had confiscated almost 10kg of explosives, eight sticks of dynamite and "jihadist" literature.

"We face a real terrorist threat," Wu said. He urged residents to raise their awareness and to contact the police about anything they think is suspect.

He also gave details on a second alleged ring uncovered in January, saying they had been manufacturing explosives and were plotting to attack hotels, government offices and military targets in Shanghai, Beijing and other cities.

Wu said the gang had been acting on orders from a radical Xinjiang independence group, East Turkestan Islamic Movement.

Initial reports in the official media said that raid in Urumqi - in which two men were killed and 15 arrested - had foiled attempts to launch attacks in February. Last month Xinjiang's communist party chief said the group's
purpose was "specifically to sabotage the staging of the Beijing Olympics" but offered no evidence.

In a separate incident, authorities have blamed Uighur separatists for an alleged hijack attempt on a flight from Urumqi last month. Western embassies told the Associated Press news agency they had requested more information but none had been forthcoming.

The security of competitors at the games has been a serious concern for organisers since the deaths of 11 Israeli athletes in the botched attempt to rescue them from kidnappers at the 1972 Munich Olympics.

The East Turkestan Islamic Movement has been designated a terrorist organisation by both the US and the UN. But many experts believe that its links to overseas groups - including al-Qaida - have been exaggerated and are mostly historic and suggest that its numbers have dwindled since the 90s, when it was said to be responsible for violent attacks.

Rebiya Kadeer, president of the Uighur American Association, has urged China to allow an independent UN investigation into alleged terrorism in the region.

Many believe the government has also conflated terrorism with wider disenchantment at its policies. Simmering resentment in the region - which covers an area three times the size of France - led to anti-government protests in the city of Hotan last month.

This morning China claimed that it foiled a terror ring in Xinjiang planning to attack tourist hotels and abduct journalists during the Olympics. This came weeks after a similar claim which turned out to be a fabrication as the above posted articles attests.

This new claim sounds even more ridiculous. Why would Uyghurs attack foreigners while their enemy is living right next door? What would they gain by doing that? A bad name in the world and what else? How could that possibly hurt China and help their cause? Would not it make more sense if they attack targets in Xinjiang to create instability so that the potential Chinese immigrants would be detered? Would not it make more sense if they abduct the Chinese officials in Xinjiang whom every Uyghur hate to guts and who are so much easier to abduct? Even the late leader of Eastern Turkistan Islamic Movement declared in an interview with the US backed Radia Free Asia that they do not have problem with anybody but China and that they need help from the outside world. What would they gain by such an attack on world athletes and journalists? Absolutely nothing. But China would gain a free hand to crack down on Uyghurs by fabricating such lies.

Here is what I think. Unlike the Tibetans, there significant Uyghur population in Beijing. There has been rumours since last year the Government would not allow them stay in Beijing during the games. I think the government is making up stories to use an excuse to expel its Uyghur citizens from Beijing. There are thousands of Uyghurs in Beijing and other big cities. What if they talk to foreigners or worse yet organize protests against the Chinese policy in East Turkistan during the games?

Two ways to repair China's image: end the torch relay and take a lead over Myanmar

Getty ImagesWERE shooting oneself in the foot an Olympic event, China would surely be well placed for a gold. The Beijing 2008 Olympic Torch Relay, taking the flame around the world before the games begin in August, was always a risk. Of course the flame would draw protesters like moths. But the suppression of riots and protests in Tibet has ensured the torch's progress has graduated from minor diplomatic embarrassment to full-scale public-relations disaster (see article).

An exercise intended to flaunt the new, outward-looking and confident China has displayed its dark side: nervous, repressive, prickly and stubborn. That stubbornness may rule out the obvious remedy: calling the whole farce off before someone is badly hurt. At least the International Olympic Committee should have nothing more to do with it. Protests this week in London, Paris and San Francisco were ill-tempered enough. The passage through Delhi on April 17th could be uglier. India is home to some 100,000 Tibetans. The only stop on the torch's world tour sure to be trouble-free is Pyongyang. As for its proposed procession through Tibet in June, it is hard to imagine a more provocative or insensitive gesture.

To accuse China's critics of “politicising” a sporting event is nonsense. What has the relay to do with sport? It is not some timeworn practice integral to the games. Rather, the idea of a relay from Greece to the Olympic venue was revived by the Nazis for the 1936 Berlin Olympics, which is hardly a precedent China wants to advertise. The first “global” relay only took place for the most recent Olympics, in Athens in 2004. But that was not such a circus. China's pride may preclude any concession, however face-saving, on Tibet, or on human-rights abuses in general. But it is also facing criticism for its foreign policy—its links with the governments of Sudan and Myanmar in particular. Here, in theory, it can do something to show that it is indeed a responsible international “stakeholder”, with diplomatic maturity as well as economic clout.

Take Myanmar. After the bloody quelling of the “saffron revolution” last September, the ruling junta threw a few sops to international opinion. It accepted visits from a United Nations envoy, opened talks with the detained opposition leader, Aung San Suu Kyi, and gave a timetable for a political transition. China deserves some credit for forcing the junta's hand. Myanmar's generals are nobody's puppets. But China, with its big commercial interests in the country, and its support in the UN Security Council, is now the junta's best friend.

It is time to use that position again. Confident that the outside world's focus on their misdeeds has shifted elsewhere, the generals have stalled on dialogue both with their opponents at home and the UN's envoy. The plight of their country remains desperate (see article). The political “process” has degenerated into a drive to impose a constitution entrenching military rule. A referendum on this solution will be held on May 10th in a climate of vicious intimidation.

Members of the Security Council are mulling a new statement, calling for some of the minimum reforms needed for a credible vote—such as the release of opposition leaders, including Miss Suu Kyi. The first thing China can do is to allow the statement to be issued in the name of a united outside world. More than that, China could help resolve the sterile debate that has raged for two decades over “engagement” or “isolation”. Isolation has never worked, because China, India and South-East Asian countries see too much commercial and strategic benefit in links with the junta. But nor has “engagement”, since Western countries have imposed sanctions of varying severity, and the junta has little interest in engaging anyway.

Nobody wins gold for sitting on a fence
Despite this, there is a broad consensus about the need for reform in Myanmar. With anti-Chinese feeling mounting in Myanmar, it is not in China's interests to be perceived as the prop that always holds up a loathed regime. It could take the initiative in forming a contact group to engage the junta in talks on economic co-operation and political reform. Even if it excluded Europe and America, such a group, of China, India, some South-East Asian countries and Japan, could help show the generals that they cannot forever survive in the cracks of other countries' disagreements. And it could help show that China is not always, unequivocally, on the side of the thugs.
