The Curse of Oil

The Curse of Oil Here in Korla, oil is everything. The name of the city's main east-west boulevard, Shihua Dadao (石化大道), translates as Petrochemical Avenue. Korla is also home to PetroChina's Tarim Basin Oil Control Center (塔里木石油指挥部), from which it's rumored that two-thirds of the city's tax revenues derive. Oil ― which brings with it wealth and development ― is the reason that Korla is showcased by the government as a shining example of a what Beijing's policies can do to uplift a once derelict region.

Now I'm not saying that Korla isn't a nice place to live... in fact it's almost certainly the most pleasant city in Xinjiang. But beyond the dancing disco fountains and shiny new buildings, a significant portion of the population isn't benefiting at all from this new-found wealth. More disturbing ― and perhaps dangerous for Xinjiang ― is the fact that Uyghurs are almostly completely excluded from the oil boom. I can't even think of a single Uyghur I've met who's employment is related to the petrochemical industry in any way. Obviously, this breeds resentment in those people still living in mud-brick huts, which are frequently demolished to build another garish new apartment complex.

In a press briefing in October in the capital, Urumqi, Wang Lequan, the autonomous region's party secretary, said Xinjiang will emerge as the country's biggest oil, gas and refinery base. Local minority groups, however, remain deeply sceptical about how the new rhetoric of brighter prospects for the region will improve their economic lot. Indeed, little of the wealth generated by the combined output from Tarim and Karamay—another large oil field—has trickled down to Xinjiang's ethnic minorities. “Wherever there is oil and money you only see Han,” is how one Uygur from Hotan appraises life in Xinjiang today.

Although oil giants like PetroChina assert that 28% of workers in various projects around the region are ethnic minorities, they are hard to spot in the oil and gas fields. What is more, the central government has decentralised agriculture in other provinces, but in Xinjiang farming continues to be administered by the Xinjiang Construction and Production Corp, a huge paramilitary organisation formerly known as “bingtuan” (military corps) that reports directly to the State Council. For ethnic minorities in Xinjiang, the region's emergence as China's leading petrochemical centre would hardly be a welcome development

The north-western autonomous region of Xinjiang used to be the most far-flung target of China's “Go West” campaign to develop its poor interior. But now the authorities are looking even further west, beyond the frontier of the Muslim-populated region, to the Central Asian countries in hopes of using their riches to unlock Xinjiang's economic potential.

Because of its position as the natural corridor for any pipeline from the oil-rich Central Asian republics, Xinjiang is being developed as China's top petrochemical-industry hub. As China intensifies its quest to secure and diversify energy supplies for its fast- growing economy, it has announced plans for at least two new oil and gas pipelines from Central Asia and Russia via Xinjiang to China’s major industrial areas.

Big plans

Xinjiang's authorities anticipate this would markedly change the fortunes of their domain. Until concerted exploration of oil and gas reserves in the Tarim Basin started 16 years ago the region primarily depended on agriculture, with cotton-growing as the pillar of the local economy. The Tarim Basin, which lies in the middle of the inhospitable Taklamakan Desert, has been touted for years as the most promising new domestic source of oil and gas reserves. Tarim's significance has only grown in recent years as output from other domestic oil fields like Daqing, which had been pumping oil since the 1950s, declines. PetroChina expects production of its Tarim oil field to rise 50% this year to the equivalent of 15m tonnes of crude, from 10m tonnes in 2005. But in the 21st century Xinjiang is poised to become much more than home to China’s most important hole in the ground. Non-Han Chinese like him remember well that of the ten major “Go West” projects the central government originally announced in 1999, only one was Xinjiang-related. It was a 4,200-km pipeline, which begins in the Tarim Basin and crosses six inland provinces before reaching Shanghai. The US$14.5bn project was completed in 2004 and now transports natural gas from Xinjiang to Shanghai and Beijing. Currently, only about 30% of the regional government's revenue is derived from the exploration and processing of oil and natural gas. But with the planned Central Asian and Russian pipelines snaking through Xinjiang, local officials predict that the petrochemical industry will become a much stronger growth engine for the regional economy.

A 598-mile Atasu-Alashankou pipeline completed in December at a cost of US$800m already transports crude oil from neighbouring Kazakhstan to China National Petroleum Corp’s (CNPC) refinery in Dushanzi in north Xinjiang. Another agreement for a pipeline supplying natural gas from Turkmenistan was reached when the Chinese president, Hu Jintao, visited the Central Asian republic earlier this year. The pipeline is projected to carry some 30bn cu metres of gas annually to the western Xinjiang city of Kashgar when it becomes operational in 2009. Also this year, Russia's Gazprom signed a memorandum of understanding with CNPC to build a pipeline that will supply China with 60bn-80bn cu metres of gas within five years. The pipeline will start in Krasnoyarsk in western Siberia and link to the main west-to-east gas pipeline in Xinjiang. The final agreement is expected to be signed by year-end.

While many details of the planned pipelines remain sketchy, locations for eight refinery centres across Xinjiang have been identified. The refinery network would cover not only the region's more industrialised northern part with bases in Dushanzi, Karamay, Urumqi and Turpan, but also the under-developed southern areas where bases would spread from Korla and Kuqa on the northern fringes of Taklamakan Desert to Kashgar and Zepu in the west. When the network is completed, Xinjiang's refining capacity is projected to rise from 16m tonnes of crude this year to 25m tonnes in 2010.

The rising profile of Xinjiang in China's overall energy picture, however, is a mixed blessing for the region's Muslim Uygur population. Above all, it means authorities in Beijing will exert tighter control to ensure energy-transportation security and social stability in this most politically volatile of China's regions (where the country also keeps a large part of its nuclear arsenal). There is bound to be more influx of Han Chinese into the territory, and the already heavy military presence is likely to get heavier still.

While immigration of Han Chinese to the region has fluctuated through the years, since 2005 they have come to dominate its population. Of Xinjiang's 20.1m inhabitants, ethnic Han Chinese now number some 11m. China's attempt to Sinify Xinjiang has long been criticised by international human rights and labour groups. But the global war on terror and fight against Islamic fundamentalism have provided Chinese authorities with internationally sanctioned cover to deploy more police and exercise even tighter control on religious practices.

Palpable resentment

Among Xinjiang's non-Han ethnic groups, resentment of the central government's minority and religious policies is palpable. But it pales in comparison to their prevailing sense of economic marginalisation. Although oil giants like PetroChina assert that 28% of workers in various projects around the region are ethnic minorities, they are hard to spot in the oil and gas fields. What is more, the central government has decentralised agriculture in other provinces, but in Xinjiang farming continues to be administered by the Xinjiang Construction and Production Corp, a huge paramilitary organisation formerly known as “bingtuan” (military corps) that reports directly to the State Council. This body now has a formidable contingent of more than 2m employees, nearly all of them Han Chinese. Their military commander is Mr Wang, the autonomous region's party chief.

The reality of Han Chinese's economic involvement in Xinjiang is perhaps best illustrated by the cross-desert highway built by PetroChina to facilitate the exploration of the Tarim oil fields. It is a technological marvel built on 466 km of shifting sands. Although touted as an infrastructure project aimed at raising local people's living standards, it is badly underused. Why? Because the primary mode of local transportation remains the donkey cart.

AFAIK natural resources are typically a mixed blessing for local people, esp. when they're disconnected from the regime or lack the skills to work in those industries. Southern Nigeria currently has problems in this regards; so this doesn't surprise me.

I would have thought that some at least of the uighurs have enough education to get jobs in the industry. Or that any business they run (service,restaurant, etc) would benefit from the economic boom.

Yes, I suppose you could apply the trickle-down theory of economics here in Korla. The few successful Uyghur restaurants with a significant number of Han customers -- Bordun and Miras -- for instance, probably owe their fortunes to oil as much as anyone. Likewise, I'm sure there are shuttle bus drivers who take people out to the oilfields in the desert, but cases like this are very few.

LUNNAN, China - The flame from a looming oil tower illuminates the endless desert like a beacon of hope.

Oil and natural gas - lots of it - have been discovered beneath the sands near this industrial town in the center of China's isolated western Xinjiang Province. As in Iran and Saudi Arabia at the turn of the last century, the energy boom in the region's Tarim River basin and Taklamakan desert is focusing global attention on an area rich in history but forgotten by the modern world.

To satisfy the energy demands of its fast-growing coastal cities, China is building a 2,600-mile pipeline from here that will traverse the craggy steppes and sparsely populated villages of the old Silk Road, and run directly to Shanghai and possibly to Beijing. But the manner and terms under which the government is extracting resources from Xinjiang angers many of the province's 7.5 million ethnic Uighur Muslims.

Many Uighurs want independence from China, and they accuse Beijing of using the energy resources to tighten its grip on the province. They also say Xinjiang receives little benefit from its own energy reserves because the province's energy production is controlled by China's state-owned companies, consumed by China's coastal cities, and taxed so that the central government gets most of the revenues.

"The Chinese government is just robbing these resources from us without giving anything to the Uighur people," Alim Seytoff, general secretary of the Washington-based Uighur American Association, said by telephone from Washington. The group, made up of Uighur exiles, is spearheading the quest for independence.

The Chinese government insists that it is committed to Xinjiang's development and that the energy resources will transform life in the remote and poor province, where incomes are one-10th of those in Beijing, according to official census reports.

Wang Le Quan, the secretary of the Xinjiang Communist Party and the province's de facto leader, acknowledged that about 75 percent of the taxes collected from Xinjiang's oil fields went directly to Beijing. "But a lot of it comes back as transfers," or federal funding allocated to Xinjiang, he said to visiting Western reporters.

Wang spoke passionately about how oil and the development model that modernized other parts of China are now transforming Xinjiang. For example, he said, the state-owned firm that controls most of Xinjiang's energy fields is connecting ancient towns separated by wide expanses of desert by building a network of highways.

Free natural gas is supplied to people who live near the Tarim basin, and Wang said this is preventing people from cutting down protected poplar trees in the area for fuel.

But many Uighurs say the government is handing out crumbs while stealing the cake. Resentment against China and its oil exploration is palpable in the antique mosques and teeming bazaars that crowd the narrow streets of Uighur towns.

"The Han [Chinese] have broken every promise they made to us," said Abdel, a student in Kashgar in southern Xinjiang, who like others here refused to identify himself fully because of fear of reprisal.

Kashgar is a famed town on the Silk Road, the 4,000-mile trade route that ran from the Mediterranean through Persia and Central Asia to China and India. From the time it began around 125 BC to when Marco Polo used it to reach China in the late 1200s to when it ended in the 1600s, the Silk Road created great wealth, which in turn kept states vying for control of strategic areas.

The Xinjiang oil and gas finds already are proving a boon to China's energy picture at a crucial moment. The country's rapidly growing economy has sent the national energy bill soaring. China spent $65 billion on energy imports last year, mostly from Iran, Angola, Sudan, and Saudi Arabia, according to the National Development and Reform Commission in Beijing. The production from Xinjiang will enhance China's oil security by cutting energy imports from those countries and give Beijing greater control over its energy supplies, officials say.

"Xinjiang used to be remote and backward ... now the Tarim basin has already become China's largest energy-producing region," said Sun Longde, president of the state-owned PetroChina Tarim Oilfield Co.

He said the company's sales from both oil and gas will double to $2.5 billion this year and expects that by 2010 it will be producing about 100 million tons of oil a year - worth about $50 billion at today's prices.

The disagreement over energy resources is the latest conflict between the government and dissident Uighurs, whom China considers a separatist threat. Rights groups accuse the government of carrying out arbitrary arrests, unfair trials, and torture and religious discrimination in the province.

For a brief time in the 1930s, the Uighurs and other Turkic tribes in the region, who until then had been on the fringes of various Chinese empires, formed an independent state called East Turkestan. Communist China annexed East Turkestan in 1949 and turned it into a Chinese province dubbed Xinjiang, or New Territory.

Beijing flooded Xinjiang with ethnic Han Chinese migrants, pushed locals to learn Mandarin, and restricted the practice of Islam.

In the mid-1990s, Uighur separatists who seek to re-create East Turkestan carried our widespread protests, and even bombings, against Chinese rule in Xinjiang. In some instances, they carried out attacks in other provinces, planting a bomb in a Beijing bus that killed two people in 1997.

China has often been accused by human rights groups such as Amnesty International of using the Sept. 11 attacks and the subsequent war on terrorism to clamp down hard on Uighur opponents of Chinese rule.

Divisions between ordinary Uighurs and the Han, who form the majority of the Chinese population, are reflected even in the oilfields.

Most of the oil workers are Han Chinese migrants from surrounding provinces. At the Lunnan oil station in the Tarim basin where the energy pipeline to east China begins, none of the hundreds of workers is Uighur, said the manager, Sun Tai Rong, who spoke to reporters on a recent tour arranged by government officials. Journalists are generally not allowed into Xinjiang without special permission.

"Their education is a problem; and I can't understand any Uighur, and most of them can't speak any" Mandarin, he said.

Rukiye Turdush, a spokeswoman for East Turkestan Information Center, a pro-independence group based in Ottawa, Canada, said Uighurs also believe that Beijing is using its energy infrastructure in Xinjiang to expand its influence in the neighboring oil-rich and strategically important countries of Central Asia.

In 2000, China formed the Shanghai Cooperation Organization with the central Asian nations of Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan, as well as Russia. Robert Karniol, Asia editor for Jane's Defense Weekly, said that in addition to seeking easy and cheap access to Central Asia's energy reserves, China is also using its ties to the Turkic Muslim states - who might feel empathy for the Uighurs because of ethnic ties - to keep them from supporting the independence cause.

For now, the Chinese strategy seems to be succeeding. The pipeline carrying Xinjiang's gas to Shanghai will soon be extended into Kazakhstan, and the offices of many Uighur activists in the Central Asian republics have been closed, according to their governments.

Seytoff, the Uighur activist in Washington, said he has almost come to hate the black gold that gushes up from Xinjiang's yellow sands. "Our oil has become our curse," he said.

Hi, I've been reading your blog for a while. You've got a great blog here, very informative and entertaining. I am a Chinese American but I have been to Xinjiang, I return to China often.

I have to say that I am quite fed up with the Chinese government's policies in Xinjiang. Understandably, they are concerned about seperatism and would not want to let this valuable region go, but many of their policies are actually encouraging seperatism by marginalizing the minorities.

The best way to combat the desire for independence would be to give the local minorities a large stake in the prosperity of their region and continued economic integration into China. By allowing widespread discrimination against hiring Uighurs in the local oil fields and the lack of political expression, economic management opportunities, etc. for Uighurs, the PRC is only going to create even more resentment which will spill over in the future.

I get so frustrated by the narrow stupidity of the PRC authorities sometimes, their propaganda is so far from the reality on the ground. I am glad you are providing a realistic and balanced view of what's happening in Xinjiang, instead of the typically biased garbage we see from the Chinese media, or the Western media as well about Xinjiang.
